Review of May 27, 2020 minutes

New Open Meetings Act Procedures
Jamie explained to the Board that there has been a change to the Open Meetings Act regarding remote meetings. All votes taken must be conducted by roll call so each member’s vote can be recorded.
workNet DuPage Update
Lisa provided the workNet update. She explained that DCEO released IE money to assist small businesses with COVID-related costs and the Business Services team is working to administer this funding. Additionally, DCEO has two funding opportunities, the Disaster Recovery and Employment Recovery Grant. The Disaster Recovery Grant will be a partnership with the DuPage County Health Department to hire Contract Tracers and Data Entry Specialists. The Employment Recovery Grant will be utilized to fund training and employment services for individuals who have lost a job or wages due to COVID-19. These dollars will help offset the ID funding cut for PY20, as funding was based upon pre-COVID employment numbers.
The Center’s facility is still closed to the public and all services are being provided remotely. The staff is currently working on “surge” contingency plans to address service delivery changes should a large number of applicants require workNet services.
Fiscal Report
Joe Cassidy presented the fiscal report. All expenditures are on track to meet benchmarks. The 80% obligation is being met in addition to the 50% minimum training expenditure required by DCEO.
WARN Report
Jamie presented the WARN report. The Rapid Response liaison has been working with two local manufacturers to schedule rapid response events for their employees. Outreach is ongoing with companies who have submitted WARN notices to engage their employees with workNet services.
OSO Report
Dave presented the OSO report. Overall traffic to the Center declined slightly from April to May. He continues to follow-up with Partners regarding their operations and potential return to the Center.
PY20 MOU Approval
Jamie explained that the Memorandum of Understanding for the Center and all required Partners is due to DCEO by 6/30/20. The MOU details the services provided by each agency as well as financial commitments to the Center. All signatures have been obtained with the exception of IDES, which DCEO is aware of.

All Technicians are sent to College of DuPage for classes. Technicians are scheduled for a series of six mechanical and six electrical classes. Classes are during work hours, so Technicians are paid for their time in class. We adjust their hours to spend half their shift on the floor and the balance in the class. Jel Sert pays for this training which includes classroom and lab work. All Technicians are involved in this training despite their experience level.
