The Trade Act program was created to provide benefits and support to workers who become unemployed due to the impact of international trade. The program seeks to provide United States workers who are adversely affected by trade with the opportunity to obtain the skills, resources, and support they need to become re-employed. An adverse effect includes a job loss or threat of job loss.
